God grounds His promise in the covenant He made when Israel came out of Egypt, assuring them His Spirit remains among them, so they need not fear.

What Does Haggai 2:5 Mean?

The Lord anchors the present encouragement in the ancient covenant of the Exodus. The same God who redeemed their fathers from Egypt and dwelt among them in the wilderness has not departed. His Spirit ‘remaineth among you’—a continuity stretching across centuries of history right into the dusty present of the rebuilding. Therefore, ‘fear ye not.’

God's faithfulness is the antidote to fear. The covenant He swore long ago He keeps still; His abiding presence is not a memory but a present reality. The Spirit who led the people through the wilderness stands among this small band of builders. When we are tempted to fear that God has withdrawn, this verse calls us back to His unbroken faithfulness: the One who began with His people remains with them, and His promises do not lapse with the passing of years.

In the Original Language

ruchi (רוּחִי), “my spirit” — the divine presence and power of God, here pledged to remain among His people.
