What Does Joel 3:21 Mean?
The book closes with a word of cleansing and presence: I will cleanse their blood that I have not cleansed. Guilt that had stood unatoned, the blood-guilt of the past, God Himself promises to purge away. And the final phrase is the deepest comfort of all: for the LORD dwelleth in Zion. The whole vision ends not with a blessing in the abstract but with God present among His people.
To cleanse is the act of God alone, and here it is His closing promise, the removal of guilt that no human effort could wash away. This longing for cleansing reaches its fullness in the One whose blood cleanses from all sin, making God's people fit to dwell with Him. And that is where Joel leaves us, with the Lord dwelling in Zion, His presence the sum of every hope. From the locust-stripped fields of chapter one to this final word, the book has moved toward one end: a forgiven people and a present God, dwelling together forever.
