The leaders construct the holy city itself upon a foundation of bloodshed and injustice.

What Does Micah 3:10 Mean?

In a single stark line, Micah names the foundation of their building project. They build up Zion with blood and Jerusalem with iniquity. The very stones of the holy city are laid on violence and wrong.

A grand exterior built on injustice is a monument to sin, no matter how impressive it appears. God is not honored by splendid structures raised on the suffering of others. The verse exposes the lie that good ends can rest on corrupt means, and it calls every builder of any work to count the true cost of how, and not merely what, they build.
