The remnant of Israel shall not do iniquity, nor speak lies; neither shall a deceitful tongue be found in their mouth: for they shall feed and lie down, and none shall make them afraid.

What Does Zephaniah 3:13 Mean?

The portrait of the remnant grows beautiful. They will not do iniquity nor speak lies; no deceitful tongue will be found in their mouth. Freed from sin, they will feed and lie down in peace, and none will make them afraid. The corruption that filled the earlier chapters gives way to a people made honest, secure, and unafraid.

This is a picture of restored creation, of life as God intended it. Where lies once filled the city, truth now dwells. Where wolves once devoured, the flock now lies down in peace. The image of feeding and resting without fear is the rest of the Good Shepherd's pasture, where He makes His sheep lie down in green pastures. This promise is fulfilled in Christ, in whom His people are made new and given a peace the world cannot give or take away.

ra'ah (רָעָה), 'feed' -- to graze or be shepherded, evoking a flock at rest under the care of its shepherd, here a people kept safe by God.
