What Does Zephaniah 3:18 Mean?
God turns to those who mourned. He will gather those who grieved for the solemn assembly, who longed for true worship and felt its loss as a burden, bearing the reproach of it. These were the faithful who ached over the broken fellowship with God and the scorn it brought. Their sorrow over what was lost will be met with God's gathering grace.
There is a special comfort here for those who mourn over spiritual loss, who feel the weight of separation from God and grieve what sin has cost. God sees that grief and promises to gather such mourners home. Their burden becomes the very thing that draws His tender attention. Jesus would say, blessed are they that mourn, for they shall be comforted. The holy sorrow that longs for God's presence is never wasted; it is the prelude to being gathered into the joy of His restored fellowship.
