What Does Acts 25:4 Mean?
Festus, perhaps from caution or Roman custom, refuses to move the prisoner. Paul will stay in Caesarea, the proper seat of judgment, and the governor says he himself will go back there shortly. Without knowing it, Festus thwarts the murderous plot simply by following normal procedure.
