The Preacher turns inward, speaking to his own heart. He takes stock of his attainment: he has risen to greatness and acquired more wisdom than anyone who ruled in Jerusalem before him, with deep and wide experience of knowledge. No one was better equipped to find answers.
The point is sobering precisely because the qualifications are so high. If the wisest of seekers, with every advantage, still meets the limits the next verses describe, then wisdom by itself is not the resting place we hoped.
