What Does Hebrews 9:18 Mean?
Having shown that death activates a will, the writer returns to history to show the same principle at work in the old covenant. It too was not dedicated without blood. From the very beginning, the relationship between God and Israel was sealed and set in force by sacrifice, not by words alone.
This brief sentence forms a bridge. If even the first covenant required blood to begin, then it is no surprise that the new and better covenant should be founded on the blood of Christ. Blood at the inauguration of the old order foreshadowed the blood at the heart of the new. God has always drawn near to his people through the costly seal of sacrifice.
