What Does Revelation 16:4 Mean?

The third angel pours his bowl on the rivers and the springs, the sources of drinking water, and they too become blood. The judgment moves from sea to fresh water, completing the corruption of the waters that began with the second bowl and recalling the first plague of Egypt.

Fresh water is the most basic gift of daily life, and here it is taken. The next verses will explain why this is just: those judged had shed the blood of God's people. There is a sober symmetry, that what was poured out unjustly is now what they are given.
