After completing the temple in Jerusalem, Solomon assembled the elders and people, the ark was brought in, and the glory of the Lord filled the house. Solomon then knelt and prayed this long prayer of dedication (1 Kings 8). Verse 23 is its opening declaration of praise before he asks God to hear the prayers offered toward this place.
What Does 1 Kings 8:23 Mean?
This verse opens Solomon's great temple dedication prayer with worship: there is no God like the Lord, who faithfully keeps His promises. Standing before the newly built temple and the gathered nation, Solomon does not begin by listing requests. He begins by exalting God's uniqueness -- "in heaven above, or on earth beneath" there is none to compare. The whole created order, top to bottom, holds no rival to Israel's God.
Solomon then names what makes this God so worthy of trust: He "keepest covenant and mercy." God binds Himself to His people by promise and then keeps that promise with steadfast love. Covenant and mercy belong together -- the covenant is the formal commitment, the mercy is the loyal, tender faithfulness that carries it out. But Solomon adds a meaningful phrase: this faithfulness meets "thy servants that walk before thee with all their heart." God's covenant love invites a wholehearted response. He is utterly faithful, and He calls His people to live faithfully in return, walking before Him with undivided devotion. As Solomon dedicates the temple, he frames the entire relationship between God and Israel around this beautiful pairing: an incomparable God who keeps His word, and a people called to walk wholeheartedly with Him.

The Hebrew berith means covenant, a binding agreement. Chesed means steadfast love, mercy, and loyal kindness -- God's faithful commitment to His people. Lev, heart, denotes the whole inner self devoted to God.
