And I will overthrow the throne of kingdoms, and I will destroy the strength of the kingdoms of the heathen; and I will overthrow the chariots, and those that ride in them; and the horses and their riders shall come down, every one by the sword of his brother.

God declares He will overthrow thrones and destroy the strength of the kingdoms, toppling chariots and riders until they fall by each other's swords.

What Does Haggai 2:22 Mean?

The shaking of verse 21 is now spelled out as the overthrow of hostile powers. Thrones, armies, chariots, horses, and riders—the whole apparatus of military might—will be brought down, even turning against itself, ‘every one by the sword of his brother.’ The imagery recalls God's ancient victories, when the enemies of His people were thrown into confusion.

The verse proclaims that no human empire is ultimate. However mighty the kingdoms of the earth appear, their strength is not beyond God's reach, and their seeming permanence is an illusion. For the small remnant in Judah, this was profound comfort: their future did not depend on the favor of empires but on the God who rules over them all. The same assurance steadies God's people in every age—the powers that overshadow us now will not have the last word; the Lord will.
