Context

Micaiah explicitly states that the Lord Himself has permitted the deception, and that His judgment against Ahab is the reason behind it.

What Does 1 Kings 22:23 Mean?

Now Micaiah's prophecy reaches its climax. He turns directly to Ahab and speaks with clarity: 'The Lord has put a lying spirit in the mouth of all these your prophets.' Not 'the devil has deceived them' or 'they are self-deluded,' but the Lord Himself has allowed this deception to work upon Ahab. And why? 'The Lord has spoken evil concerning you.' The phrase is not that the Lord has committed evil, but that His verdict about Ahab is now being executed. The 400 prophets who speak peace and victory are unwitting instruments of God's judgment upon a king who has turned away from Him.

This is difficult for us to hold. It speaks to a sovereignty so complete, so absolute, that even the deceptions that destroy us are within the scope of God's will and purpose. Yet we must remember: Ahab had already rejected Micaiah multiple times. Ahab had already heard the true word. The lying spirit comes not as Ahab's first temptation but as a seal upon his choice to disbelieve. When we refuse light, darkness is often what remains.

Application

When we persistently reject God's truth, we may be handed over to the very lies our hearts desire to believe. This is a terrible mercy: it allows us to experience the fruit of our own choices.
