What Does Acts 11:19 Mean?
Luke now rewinds to the scattering that followed Stephen's death (8:1-4) and traces it farther: fleeing believers travel up the coast to Phoenicia, across to Cyprus, and north to Antioch, the great third city of the empire. As they go they preach — though at first to Jews only.
The persecution meant to silence the word becomes the road by which it spreads; churches Stephen never saw grow from his witness. These travelers are unnamed, ordinary disciples who simply spoke as they fled. God writes much of His story through people whose names are not recorded, and no scattering of His people has ever been a defeat of His word.
