What Does Acts 23:28 Mean?
Lysias summarizes the hearing of verses 1-10: wanting a definite charge, he set the prisoner before the Sanhedrin, the body best able to name an accusation — which the riot never had.
It is telling that no one — mob, council, or commander — can yet state a crime. Paul is hated, but not chargeable. Like his Lord before Pilate, he stands accused without a cause any judge can name (Luke 23:4, 14-15).
