Context

Completion of the sons' ordination and affirmation of the eternal priesthood

What Does Exodus 29:9 Mean?

Aaron's sons receive girdles around their waists and bonnets on their heads, completing their priestly attire. God declares that the priest's office shall belong to them by a perpetual statute—an unbreakable covenant.

The perpetual statute means the priesthood is established as an eternal institution, passed down through Aaron's descendants as God's unchanging order.
