What Does Hebrews 8:10 Mean?
Now comes the substance of the promise. God will not merely place His law before the people on tablets but write it within them, upon mind and heart. What was once external instruction becomes inward life, and the ancient pledge is renewed: I will be their God, and they shall be my people.
This is the inward turn of the new covenant. Obedience is no longer only commanded from without but planted within, so that God's will and the believer's desire begin to meet.
