What Does Hosea 11:9 Mean?
God answers His own anguished questions with a vow of mercy. He will not unleash the full fierceness of His anger; He will not come to destroy. The reason is stunning: 'I am God, and not man.' Human anger consumes, but God's holiness expresses itself in mercy that surpasses anything human.
This overturns every small picture of God. His holiness is not cold distance but the very ground of His grace -- and He is 'the Holy One in the midst of thee,' present among His people rather than against them. The God who dwells in our midst is the God whose mercy is higher than our judgment, the love made flesh in Christ who came to be God-with-us.
