Context
These are regions and cities in Mesopotamia and Syria that Assyrian kings had systematically conquered. Sennacherib is making the theological argument that no god anywhere has the power to withstand Assyria.
What Does Isaiah 37:12 Mean?
The catalog of names is meant to be crushing. Gozan, Haran, Rezeph, the cities of Eden in Telassar. Each one represents a god or gods who were worshiped, prayed to, trusted. Each one failed. The implication is inevitable: your God will fail just as theirs did. The logic is relentless.
Yet there is a distinction Sennacherib cannot see. The gods of Gozan and Haran were made by human hands. But Hezekiah has heard from the living God, who created heaven and earth. The argument applies to idols, not to the God whom Isaiah serves. This is why the prophet's word is so important. It shifts the question entirely.

Application
When we trust in anything less than God, we will be disappointed. But when we trust in the living God, we trust in One who has no equal and whose power is proven not by past victories but by His nature.
