Context
This verse recalls the exodus and wilderness wandering (Exodus 17:1-7; Numbers 20:1-13). As Israel faces a new exodus from Babylon, the memory of God provision in the old exodus strengthens faith for the new one.
What Does Isaiah 48:21 Mean?
The desert is the place where human provision fails. No wells, no springs, no source. Thirst is the certainty. But God led them through. And when thirst came, God himself opened a rock. He split stone with his power and made water gush forth. The people did not thirst.
