Context
The grand finale of Isaiah's consolation. God commissions his prophets and people to speak his word of restoration and to declare the renewed covenant relationship between God and Zion.
What Does Isaiah 51:16 Mean?
God equips his prophets and his people for their role in his redemptive work. He puts his words in their mouth, not for their own glory but so they become instruments of his speech. Simultaneously, he covers them in the shadow of his hand, protective and intimate. This is the posture of the prophet or witness: speaking God's words while sheltered by God's care. And to what end? So that God may plant the heavens and lay the foundations of the earth. This echoes creation itself, the work of making all things new. Through the words God places in our mouths, the reality of restoration begins to be spoken into being.
The climax is Zion's restoration and the declaration of belonging: Say unto Zion, Thou art my people. The exiles are not left to wonder if they are still God's people after captivity. They are told, definitively, that they belong to God. Through the prophet's mouth, through the word God gives, this identity is affirmed. We too are spoken into belonging by God's word. We do not earn it or deserve it; we are claimed by the God who puts his words in our mouth and shelters us. Our task is to speak this word to others, to declare to all of Zion, to all the waiting world: You are God's people. You belong to him.
