What Does Isaiah 65:9 Mean?
From the faithful remnant, God will bring forth a seed—a lineage, a people. They will be inheritors of the mountains, the high places that in earlier verses were sites of false worship. Now they belong to God's elect. The word mountains also echoes back to Zion, to the holiness of God's dwelling place. These servants shall dwell there, not as visitors but as inhabitants. This is the promise of possession, of belonging, of home.
The text moves from judgment to restoration with the solemnity of covenant. God does not rescue His people by abandoning the earth or the covenant made with Abraham. Rather, He purifies the earth and raises up a people worthy to inherit it.
