Job 36:28 Meaning and Explanation

Continuing his description, Elihu watches the clouds release their water, dropping and distilling it generously on people below. The heavens become a vessel from which God pours blessing on the earth.

The abundance of the rain speaks of a generous God. What falls from the clouds is gift, given to all without discrimination. Scripture sees in such provision the steady kindness of the Maker, the same open-handed grace that, in Christ, pours out living water on the thirsty.
