Deliverers will arise on Zion to bring justice, and the book ends with the great hope that the kingdom belongs to the LORD.

What Does Obadiah 1:21 Mean?

The vision closes on the heights of Zion, where saviours, deliverers raised up by God, ascend to set things right over the mount of Esau. The final clause lifts above every nation and judgment in the book: and the kingdom shall be the LORD's.

This is where the whole prophecy has been heading. Beyond the fall of one proud nation lies the reign of God Himself. The promise of deliverers come up on Zion points the reader toward the salvation God provides and the kingdom He establishes. When all earthly powers have risen and fallen, one throne remains, and the kingdom belongs to the Lord forever.
