What Does Philippians 1:28 Mean?

The Philippians faced opposition, and Paul urges them not to be terrified by their adversaries in anything. Their steady courage, he says, is a sign, an evident token, pointing in two directions at once.

To the opponents, the believers' fearlessness signals that resistance to God's people will not finally prevail; to the believers themselves, it is a token of salvation, and Paul adds that this whole reality is of God.
