Psalm 19 moves from God's witness in the heavens to his witness in the law. Verses 1 through 6 describe the daily, worldwide testimony of creation, especially through the sun's course. Verses 7 through 9 then praise the LORD's law with several closely related names: law, testimony, statutes, commandment, fear, and judgments. Each description names a quality of God's instruction and an effect it has upon those who receive it. Verse 10 responds with delight in these words, verse 11 speaks of warning and reward, and verses 12 through 14 become David's personal prayer for cleansing, restraint, and acceptable speech.
What Does Psalms 19:9 Mean?
The phrase "fear of the LORD" speaks of reverence that belongs before the holy God. In this setting it stands among the LORD's law, testimony, statutes, commandment, and judgments, so it is closely joined to the life of worship and obedience shaped by his revealed word. It is "clean": it is free from the corruption that stains false worship and crooked counsel. It also "endureth for ever." Reverence for the LORD does not depend on a temporary custom or a changing ruler. The second half declares that his judgments are "true and righteous altogether." What God decides and teaches accords with truth, and the whole of it is righteous, without a flawed portion hidden among good ones.
