David's praise in Psalm 40 is not confined to private gratitude, because God's righteousness, faithfulness, and salvation concern the whole congregation. This verse asks us to consider the difference between possessing truth inwardly and speaking it faithfully among God's people. Psalm 40 moves from David's remembered deliverance to testimony. The LORD heard his cry, set his feet upon a rock, and gave him a new song that would lead many to trust Him. After confessing delight in God's will, David says he has preached righteousness in the great congregation. Verse 10 expands the testimony: he has declared God's righteousness, faithfulness, salvation, lovingkindness, and truth. Verse 11 then becomes a prayer for continued mercy and preservation. What Does Psalms 40:9 Mean?
David says, "I have preached righteousness in the great congregation." His proclamation concerns God's righteousness, as verse 10 makes plain, rather than a display of his own goodness. In the setting of this psalm, God's righteousness is seen in His faithful saving action, His lovingkindness, and His truth. The "great congregation" refers to the gathered people of God, where praise and testimony are heard before others. David adds, "lo," calling attention to the sincerity of his statement. "I have not refrained my lips" describes speech he did not hold back. He appeals directly to the LORD, "thou knowest," because God knows whether this testimony has been true in public and in the heart.
Verse 9 belongs to a sequence in which rescue becomes praise and praise becomes witness. Earlier, God put a new song in David's mouth so that many would see, fear, and trust the LORD. Here David tells how that song has been given public expression. Verse 10 supplies five closely related themes: righteousness, faithfulness, salvation, lovingkindness, and truth. Together they show a full testimony to God's character and His saving work. Yet the psalm does not portray David as free from distress or personal sin. Shortly after this declaration, he cries for deliverance because evils surround him and his iniquities have overtaken him. Public witness can therefore arise from humble dependence upon God.
The pattern reaches forward to the ministry of Christ, who openly made known the Father and proclaimed the kingdom of God among the people. His words and works gave public testimony to God's truth, righteousness, mercy, and saving purpose. The apostles likewise bore witness openly to what God had done in Christ. Psalm 40:9 does not require every believer to speak in the same setting or with the same office as David. It does show that God's saving faithfulness is fitting matter for the gathered people to hear. The congregation is strengthened when praise is truthful, specific, and centered on the LORD rather than on the speaker.

In a congregation, family, friendship, or smaller gathering, a simple account of answered prayer, forgiveness, endurance, or guidance can strengthen others. Such speech needs neither exaggeration nor a polished story. David's testimony rests on what the LORD knows. We can also make room to hear the faithful witness of others, especially those whose lives include both gratitude and continuing hardship. Shared worship becomes richer when God's righteousness, faithfulness, salvation, lovingkindness, and truth are named with reverence.
