What Does Revelation 17:7 Mean?
Seeing John overwhelmed, the angel gently checks his amazement and offers to interpret. He will unfold the mystery, both of the woman and of the beast beneath her with its seven heads and ten horns. What had silenced the seer with wonder is now to be opened and understood.
Here the vision turns from spectacle to instruction. The heart that is dazzled or frightened by evil is invited to be taught instead of merely staggered. God does not leave His servants to gaze helplessly at the powers arrayed against them; He explains.
