What Does Revelation 9:18 Mean?

The three plagues from the horses' mouths, fire and smoke and brimstone, are now named as the agents of death; by them a third of mankind is slain. The verse gathers the dreadful images of the previous lines into a single, sober summary of their effect.

Once more the toll is a third, not all. The judgment is real and the loss immense, yet the limit still stands, and with it the open door of mercy for those who remain. Scripture does not soften the gravity of what sin brings, but neither does it close the account while breath is left.
