What Does Zechariah 1:15 Mean?
The 'heathen that are at ease' are the same nations the patrol found resting comfortably. God explains that while He was only 'a little displeased' with His people and used these nations to discipline them, they overstepped, making the affliction far worse than He intended. Now His anger turns toward their cruelty and complacency.
There is deep comfort here for the suffering. God measures discipline carefully; His anger toward His own is restrained and temporary, 'but a little.' Those who took advantage of His people's weakness, who 'helped forward' their pain, are held to account. The Lord who chastens in love also defends His own against every excess, and no oppression escapes His just notice.
