What Does Zechariah 8:15 Mean?
The sentence completes the thought begun in the previous verse. As surely as God once determined to punish, so again He has determined, in these days, to do well unto Jerusalem and Judah. The same divine resolve now bends entirely toward their good, and so He says, fear ye not.
