After Saul's disobedience, God sent Samuel to anoint a successor among the sons of Jesse in Bethlehem. Samuel reviewed seven sons, each passed over, before the youngest, David, was summoned from the fields and anointed. This verse, spoken as Samuel admired the firstborn Eliab, reframes the entire selection around God's way of seeing.
What Does 1 Samuel 16:7 Mean?
This verse states one of Scripture's clearest truths about how God evaluates people: He looks on the heart, not the surface. Samuel had come to Bethlehem to anoint a new king from among Jesse's sons. When he saw Eliab -- tall, impressive, the eldest -- he assumed this must be the Lord's chosen one. But God corrected him. The very qualities that had recommended Saul (he was head and shoulders above the rest) were exactly what Samuel must not rely on now.
The contrast is striking: "man looketh on the outward appearance, but the LORD looketh on the heart." People are drawn to height, beauty, charm, status, and reputation. God sees deeper -- to the motives, character, faith, and loyalty that no eye can measure. This is why David, the youngest, still out tending sheep, was the one God had chosen. He was not yet a warrior or a leader in anyone's eyes, but his heart was after God. The verse is both a warning and an encouragement: a warning not to be deceived by appearances, and an encouragement that God is not limited by the world's measures of worth. The overlooked and underestimated are not overlooked by Him.

The Hebrew word for heart, lev, signifies the inner core of a person -- thoughts, intentions, and will. The verb raah means to see, perceive, and discern. God's seeing reaches the hidden self that human sight cannot.
