The Baal worshippers, deceived by Jehu's summons, gather completely, filling the temple entirely.

Context

The trap is now set. Every priest and worshipper of Baal in Israel has responded to the king's call, packing into the temple complex, unaware of their danger.

What Does 2 Kings 10:21 Mean?

The success of the deception is total. There was not a man left that came not. The house of Baal was full from one end to another. Jehu has managed something remarkable: he has unified all the scattered Baal worshippers into one place by appealing to their religious identity and their fear of the king. This is the moment just before the trap closes.

But we must not celebrate this success without noticing what it cost. It cost a lie. It cost the use of authority to deceive. It cost the violation of the sanctuary space itself—a place of worship becomes a place of betrayal. And while Baal worship is indeed evil and must be rooted out, we see here that righteous ends achieved through unrighteous means leave a wound in the soul of those who pursue them. Jehu will not be remembered with unmixed honor, and part of the reason is in these verses.

In the Original Language

melo (מלא), 'full' -- filled completely, at capacity; emphasizes the comprehensive gathering.

Application

Recognize that even 100% success achieved through deception is a spiritual defeat. The completeness of worldly victory through ungodly means is not a sign of blessing.
