What Does Acts 8:16 Mean?
Luke pauses to explain the apostles' prayer. The Samaritans' faith was real and their baptism in the name of the Lord Jesus was real, but the gift Jerusalem knew — the Holy Ghost falling upon believers — had not yet come to any of them.
They belonged to Christ, and there was still more for them to receive; grace is like that. And God's timing wove the two peoples together: the Spirit was given in Samaria through praying apostles from Jerusalem, so that an old division was healed in the very manner of the giving. What they received, they received joined to the whole family of God.
