The interpretation now begins plainly. The two-horned ram is named outright as the kings of Media and Persia. What appeared in symbol is given its meaning, so that Daniel and every later reader can trace the vision onto the real map of history. The empire that would soon overthrow Babylon is set before him by name.

There is great assurance in such clarity. God does not deal only in riddles; He also explains. The two horns, one higher than the other, now make sense as the joined yet uneven powers of Media and Persia. By naming the kingdoms, heaven shows that the future is not a fog but a story already known to God. The same Lord who can name the empires before they rise can be trusted with the days that have not yet come.
