This verse belongs to Moses' parting blessing on Israel in chapter 33, just before his death. It celebrates God as Israel's lasting refuge and protector as they prepare to enter the land.
What Does Deuteronomy 33:27 Mean?
The eternal God Himself is a safe dwelling place, holding His people up with arms that never give way. This verse comes near the end of Moses' blessing on Israel, his final words before his death. The phrase "the eternal God is thy refuge" presents God not as a distant power but as a shelter one can dwell in -- a home for the soul. Because He is eternal, this refuge cannot be exhausted, outlasted, or overcome; it endures as long as God Himself endures.
"Underneath are the everlasting arms" is one of Scripture's most tender images. No matter how low a person falls, God's supporting arms are still farther down, ready to catch and uphold. The same God who is a secure refuge is also actively at work, driving out what threatens His people. Strength and tenderness meet here: the One mighty enough to thrust out enemies is gentle enough to hold the weak. This promise has comforted countless people in seasons of weakness and fear, assuring them they will not fall beyond God's reach.
In the Original Language
The phrase "elohei qedem" (the God of old, eternal God) points to God's everlastingness. "Me'onah" (refuge, dwelling) means a habitation or den, and "zeroth olam" (everlasting arms) joins God's strong arms with endless duration.
