God tells Haggai to say to Zerubbabel that He will shake the heavens and the earth.

What Does Haggai 2:21 Mean?

The cosmic shaking promised earlier (v. 6) is now spoken directly to the governor. Zerubbabel, leading a small and vulnerable community under the vast Persian empire, receives a word that lifts his eyes above the present power of nations to the God who shakes heaven and earth. The promise reframes his situation entirely.

To a leader who might feel small beneath the weight of empires, God speaks of His own overwhelming sovereignty. The thrones that seem so fixed are not beyond His shaking. This is a steadying word for anyone who serves God under powers that appear immovable: the Lord who shakes the heavens holds every earthly authority in His hand. Zerubbabel's security rests not in the stability of kingdoms but in the God who governs and, when He wills, overturns them.
