God promises that Cyrus will rebuild Jerusalem and release the captives, directed by the Lord and motivated by righteousness rather than profit.

Context

This is the culmination of the prophecy concerning Cyrus. It describes the historical events that will occur: the conquest of Babylon, the freeing of the Jewish captives, and the rebuilding of Jerusalem.

What Does Isaiah 45:13 Mean?

Returning to the vision of Cyrus, God reaffirms that He has raised him up in righteousness. The word 'righteousness' here may refer to the righteousness of God's purposes or the righteousness of God's cause. Cyrus will direct all his ways: every step of his conquest and rule is guided by the God of Israel, whether Cyrus knows it or not. He will build God's city (Jerusalem) and let go the captives (the exiled Jews). Importantly, he will do this 'not for price nor reward.' The impulse is not mercenary. This is God's work, not Cyrus's commercial venture.

The promise that God will 'direct all his ways' applies not only to Cyrus but to all whom God calls. Our steps are not random. Even when we feel we are acting freely, even when we are unaware of God's presence, we may be instruments of His purposes. The deeper truth is that God directs those He calls toward justice and restoration. Cyrus is unwitting; we have the advantage of knowing God's name. Yet the principle remains: God guides our ways toward righteous ends if we yield to His direction.

Application

Trust that God directs your ways, even when you do not perceive it. He may call you to acts of justice and restoration. When you are moved to help the oppressed or to build up what has been torn down, recognize that as God's direction in your life. Act for the sake of the cause, not for personal gain, and you will find yourself cooperating with God's purposes.
