God calls Cyrus by name for the sake of His covenant people, not because Cyrus has sought or known the Lord.

Context

Israel is in captivity or about to enter it. God's focus is their restoration and the fulfillment of His covenant with Abraham, Isaac, and Jacob. Cyrus, unknowingly, becomes the agent of that restoration.

What Does Isaiah 45:4 Mean?

The lens shifts. Cyrus is not God's ultimate concern here; Jacob and Israel are. God is not elevating a foreign king for the king's own sake, but for the sake of His servant people. Cyrus is surnamed, given an honorific, given glory. Yet he does not seek this. He does not know the God who calls him. The election here belongs to Israel, the beloved, and Cyrus is the instrument chosen because of that election. This is grace operating at a geopolitical level: the great shall serve the small because God's heart is with the covenanted people.

The pattern teaches us something about how God works. He does not always reward those who seek Him or know Him. Sometimes He simply works through human agents for the sake of His purposes with His people. We who are called by name and know Him carry a different dignity: we are not merely means to an end, but beloved children. Our knowledge of God, whether deep or beginning, places us in a different relationship than Cyrus occupies. This should make us grateful and should temper any pride.

Application

If you are a believer, you are in Israel's position: God has chosen you for His purposes, and He works through all circumstances to accomplish His will for you. Trust that your welfare is His goal, and see the people and events around you as ultimately serving that purpose, not vice versa.
