Context
The vision turns to restoration of the city. The stones are the literal walls of Jerusalem, but also the people who comprise the city of God.
What Does Isaiah 54:11 Mean?
Afflicted, tossed with tempest, not comforted. The prophet uses language of violent suffering. A ship tossed in a tempest has no control, no firm ground, no comfort. Israel has endured exile, displacement, the loss of everything that made life feel stable. Into this devastation, God speaks of reconstruction. The stones will not merely be placed; they will be laid with fair colors, jeweled with sapphires. The rebuilding is not utilitarian but beautiful, not merely functional but transcendent.
Sapphires are precious stones, costly and rare, the stuff of heaven. Revelation 21 describes the New Jerusalem with walls of jasper and streets of gold, foundations of precious stones. The rebuilding of Jerusalem becomes a type of the final restoration, when God himself will dwell with humanity and wipe away every tear. We are the living stones being built into God's house, and the builder is God himself, making us beautiful and precious.
Application
God does not merely restore us to our original state; he rebuilds us more beautifully than before, with care and costliness that reflects our value to him.
