In righteousness shalt thou be established: thou shalt be far from oppression; for thou shalt not fear: and from terror; for it shall not come near thee.

The restored people are founded on righteousness, secure from oppression, fear, and terror.

Context

The promise addresses both the institutional security of Israel (no more conquest or exile) and the inner security of the believer (no more fear).

What Does Isaiah 54:14 Mean?

Established in righteousness means our foundation is not shifting sand but the solid ground of God's justice and moral order. We are not propped up by politics or power but rooted in what is right and true. Oppression cannot touch those whom God shields. Terror finds no purchase on those whose fear is directed toward God alone. This is not because the world is suddenly safe but because our security is of another order, spiritual, unassailable by external circumstance.

The repetition, not fear, and terror shall not come near, mirrors verse 4 and drives home the promise. We move from individual shame to collective security to personal freedom from fear. This is the heritage of every believer in Christ: we are no longer enslaved to fear. As Romans 8:15 says, we have not received a spirit of bondage again to fear, but a spirit of adoption. We are established, secure, free.
