Two more towns of Judah's hill country are named. Debir had been among the places conquered earlier in the book; now it is settled as a home for the priests of God.

Places once taken in war become dwellings of peace and worship. The same towns that saw battle now hear the teaching of God's law. So the land won by struggle is given over, town by town, to the quieter labor of those who serve at the altar.
