What Does Joshua 4:2 Mean?
The command opens the memorial instructions. One man is to be drawn from each of the twelve tribes, so that the whole of Israel is represented in what is about to be done at the river.
The number twelve gathers the entire nation into a single act. No tribe is left out; each has a hand in marking what God has done. The memorial that follows belongs to all Israel together, a shared inheritance of remembrance. God works through a united people, binding the many into one before Him.
