God's first response to the cry is not an army but a prophet. The unnamed messenger speaks with the formula of authority, 'Thus saith the LORD,' and reaches back to the founding act of the nation: the Lord brought them up from Egypt, out of the house of bondage.
Before deliverance comes, God sends truth. The people must remember who rescued them once if they are to trust Him to rescue them again.
