What Does Luke 23:20 Mean?
The governor has not given up. Luke notes his will plainly — he wanted to free Jesus — and so he addresses the assembly a second time, hoping persuasion can do what verdicts have not.
Pilate is willing, but willingness without courage rescues no one. He keeps asking the crowd for a permission that justice does not need. Good intentions that wait on the approval of the loudest voices arrive too late; Jesus is served not by those who privately wish him well but by those who stand with him when it costs.
