The servants obey without screening anyone: "both bad and good" come in together, and the feast the first guests despised is furnished at last. The king's table does not stand empty.
The kingdom's invitation comes before the guest's reform -- people are brought in as they are found. That is why the company of Jesus always included publicans and sinners alongside the devout (Matthew 9:10-13).
