God caused quail to fall like dust and sand, providing meat in staggering abundance.

What Does Psalms 78:27 Mean?

'Rained flesh...as dust' conveys the overwhelming quantity of quail that descended on the camp. The comparison to dust emphasizes both the multitude and the helplessness of the people in receiving them—they could not be avoided or refused. The second image, 'feathered fowls like as the sand of the sea,' reinforces the impossibility of counting or restraining the supply.

This is literally the answer to their demand: meat provided abundantly, even to the point of overwhelming the senses. Yet the abundance itself foreshadows judgment. The provision is so excessive that it goes beyond meeting need and becomes a test of the people's character and obedience.
