They receive authority briefly with the beast, and verse 13 states what they do with it. Verse 14 immediately says that these rulers make war with the Lamb, who overcomes them. "These" points back to the ten kings of verse 12. Their "one mind" describes a shared resolve, a common purpose held by distinct rulers. Revelation does not say that they lose their individual identities. It says that their decisions move in the same direction. They "shall give" their power and strength unto the beast.
