Context

Zechariah's closing chapters look toward future purification and restoration of God's people. Chapter 13 speaks of cleansing from sin and the removal of false prophets. This verse describes a remnant brought through refining fire into a renewed covenant relationship with God.

Zechariah 13:9 describes how God refines a faithful remnant through fire and restores them to Himself. "I will bring the third part through the fire" speaks of a portion of the people brought through severe testing.
