What Does Zechariah 6:5 Mean?
The angel answers Zechariah's question. The chariots are the four spirits, or winds, of heaven, and they go forth from standing before the Lord of all the earth, dispatched like servants who have waited in the throne room for their orders.
To call God the Lord of all the earth is to confess that His authority is not confined to one nation or one corner of the map. These heavenly messengers do not act on their own; they stand before Him first, then go where He sends. The picture comforts every reader: the unseen forces that move across the world are not loose or lawless but answerable to the living God, who governs all.
