What Does Proverbs 21:1 Mean?

Proverbs 21:1 declares that even a king's heart -- the seemingly most independent and powerful will on earth -- is held in God's hand and gently directed by Him. In the ancient world, a king's decisions could determine the fate of entire nations, and no human authority could overrule him. Yet the proverb pictures that mighty heart resting "in the hand of the LORD," as easily guided as a farmer channels water through irrigation ditches.

The image of "rivers of water" is telling. A skilled farmer cuts channels to direct streams wherever the crops need them, turning the flow with ease. So too God can incline the heart of the most powerful ruler "whithersoever he will." This does not portray the king as a puppet without responsibility; rather, it assures the reader that no earthly power lies beyond God's reach.
